With 600-plus areas now officially "declared areas", not to mention proscribed airspace throughout July, and officials with the right to decide who is annoying and who isn't, it doesn't seem very different. If anything, it's worse.

According to the official WYD website, "The Pope requires a certain amount of security ... The barricades that will be in place at events are necessary for safety reasons to manage crowds and make it as easy as possible to move around the city. The priority ... is to make sure that participants and non-participants have an enjoyable experience".
Just as long as you are not wearing an "annoying T-shirt", or handing out a condom, which, for the month of July, will be deemed "offensive".
