The Australia Institute says developing the Northern Territory's shale oil and gas resources would release an extra 34 billion tonnes of carbon, 60 times Australia's current annual carbon pollution.
The NT government will decide whether to lift a moratorium on fracking based on an inquiry into fracking due for completion next month.
The Australia Institute challenged the inquiry's assumption the shale gas field would add 5% to Australia's emissions. "Even a 5% increase in Australia's emissions from a single gas field is a large and unacceptable increase," it said.
